City of SurreyProject Engineer - DrainageRegular Full-Time SCOPEWe are currently recruiting for a Project Engineer to provide technical and administrative support to the Drainage Planning Section of the Utilities Division. In this key role, you will work with a talented team of multi-disciplinary professionals to manage the largest lowland flood control and drainage system in British Columbia. If you are interested in a career that offers challenge and growth, we encourage you to keep reading.RESPONSIBILITIESReporting to the Drainage Manager, the successful candidate will play a lead role in managing the City?s lowland drainage and flood control system within the Serpentine, Nicomekl and Fraser River floodplains. Core responsibilities include:Work independently and with support of others to achieve numerous objectives for the management and strategic planning of Surrey?s lowland drainage and flood control system. Develop and contribute to annual work plans and work plans for specific initiatives. Manage external consultants working on lowland drainage studies and projects. Support senior project engineers on the delivery of projects under the City?s Disaster Mitigation and Adaptation Fund (DMAF) program. Play a lead role in updating the City?s Nicomekl & Serpentine Integrated Watershed Study - Strategic Plan for Lowland Flood Control (including investigating irrigation feasibility). Prepare reports, terms of references, memos and presentations for a wide variety of audiences on lowland drainage and flood control. Review flood control and drainage infrastructure designs, ensuring the works meet the City?s design criteria and long-term needs (with consideration for climate change and sea level rise effects). Work closely with Engineering Operations staff to guide and prioritize lowland drainage and flood control projects to be delivered by Operations. Work closely with Project Delivery staff to review and provide input on detailed designs for lowland drainage and flood control projects to be delivered by external contractors. Investigate drainage complaints and troubleshoot issues brought forward by property owners residing in floodplain areas. Review and interpret engineering reports, design drawings, SCADA data, test pit / borehole logs and survey data, and use this information to guide decision making. Act as a liaison between the Drainage team and other City departments on lowland drainage and flood control issues, and work with other internal and external stakeholders to gain consensus. Provide guidance and leadership to other engineering staff on lowland drainage issues. Support Drainage staff on various other projects and initiatives as needed.QUALIFICATIONSApplicants under consideration will possess the following qualifications:Bachelor?s Degree in a related discipline of Engineering. P.Eng. designation, or eligible for registration with Engineers and Geoscientists BC. A minimum of 5 year's experience in the field of civil engineering, preferably in a Municipal environment. An equivalent combination of training and experience may be considered. Demonstrated record of technical knowledge, skills and abilities in the relevant areas of engineering. A valid and unrestricted drivers' license. ASSETS INCLUDESelf-motivated and able to work independently with minimal supervision. Able to balance big picture thinking with the ability to do detailed engineering reviews. Able to align Engineering activities to the strategic direction of the department and City. Hydrologic / hydraulic modeling experience (particularly PCSWMM, HEC-RAS and/or MIKE Hydro River / Mike+ software programs) or interest to learn. Working knowledge of GIS applications such as ArcGIS, as well as MS Office (Word, Excel) and AutoCAD. Working knowledge of agriculture and farming practices.
