This is a senior level project coordination and complex real property appraisal, negotiation, and advisory work in the investigation, valuation, and negotiation of real property for District acquisition, expropriation, sale, exchange, lease, licence, statutory rights of way rental or other purposes. The incumbent supervises and leads the more complex and usual issues relating to property administration in relation to the development of long term plans for land acquisition projects by preparing feasibility studies, analyzing recommendations and reports; negotiates with property owners and developers for the acquisition and/or development of property; negotiating long term lease agreements; establishes and maintains effective working relationships with internal and external contacts; and provides advice related to land policy, real property transactions and related matters. In addition, the incumbent provides direction and guidance to one or more Property Service Agents and consultants and assists in the coordination of section operations. An incumbent exercises considerable independence of judgment and action. Work performance is reviewed and evaluated by a superior in terms of effective project coordination, appraisal, negotiation, and advisory services provided.In this role you will:Manage the development of land acquisition projects; prepare complex appraisal and negotiation reports, feasibility studies, analyses and related recommendations relating to real estate values and market conditions; and prepares Council reports with details analyses and recommendations. Perform complex appraisals for residential, commercial, and industrial land to be acquired for a variety of purposes; gather data from a variety of sources and conduct or direct field inspections to supplement data obtained determine market value of land; meet with owners and their agents or representatives and negotiate the terms of acquisition. Negotiate complex lease negotiations including new lease agreements and renewal terms. Negotiate with property owners and/or their representatives for the acquisition of real property including easements, covenant and rights-of-ways required by the District; collaborate with in house legal counsel on legal agreements such as purchase and sale agreements, statutory rights of ways, easements, leases and other legal agreements. Supervise and lead the work of interdisciplinary teams in regard to land management; provide advice and guidance relating to land policy, real estate transactions and related matters; provide direction and guidance to Property Services Agents and participate in the training of same; assist a superior in coordinating operations and programs of the section and direct and coordinate the work of consultants.
