A regular full-time opportunity exists within our Bylaw Services Department for an Animal Services Coordinator. This is senior level investigative and regulatory work, enforcing animal control and protection regulations and bylaws and investigating more serious complaints. You will coordinate the operation of the animal shelter program and veterinary services, act as the primary point of contact for the contracted sheltering providers and other veterinary service providers, and plan, assign, review and supervise staff. In collaboration with the Chief Bylaw Officer, you will prepare and monitor budgets, revisions to bylaws, policies and procedures, interpret, and explain bylaws, regulations and statutes. You will also perform office administration duties, including statistical information collection, invoice approval, timekeeping and payroll verification, and develop community outreach programs in collaboration with the Senior Animal Services Officer. The work involves considerable public contact which requires the exercise of independent judgement, action, tact, diplomacy and decision making as to the disposition of complaints within policy, bylaw and regulation limits. The successful applicant will possess:Considerable knowledge of the bylaws, acts and other regulations governing the work performed, along with the methods, procedures and equipment used in catching and handling animals. Ability to supervise work performed by subordinates, provide direction, guidance and training to internal and external staff as required, and guide the actions of contracted volunteers. Ability to establish and maintain effective working relationships with a variety of internal and external contacts, provide information and assistance to explain and provide interpretations to applicable bylaws, policies, procedures and programs, and to use tact and discretion when responding to escalated issues. Sound knowledge of investigational and enforcement methods; and the ability to investigate complaints and enforce bylaws and regulations with tact, impartiality, and use of sound judgement. Ability to develop and implement programs. Sound knowledge of street addresses and geography of the District. Ability to handle dangerous and injured animals in a caring and humane manner, with a minimum of personal risk. Ability to prepare and present evidence in Court and assist staff in same.Qualifications:Grade 12, supplemented by courses in bylaw enforcement, and in the care and handling of animals, plus considerable bylaw enforcement and supervisory experience, and experience working with veterinarians and outside agencies; or an equivalent combination of training and experience.
