Manager of Planning(Exempt)Competition #2024-51 The District of Kent, located in the picturesque Eastern Fraser Valley, is offering an exciting opportunity in our Development Services Department for a Manager of Planning. Reporting to the Chief Administrative Officer (CAO), the Manager of Planning effectively manages the daily operation of the Planning Division by; providing guidance, advice, and support on the development process, coordinating, and advising planners on development applications, and communicating planning issues with other departments and jurisdictions. This key role is responsible for a broad range of strategic programs and services related to community planning. This position provides consultation and strategic planning advice to Senior Leadership staff and Council. The Manager of Planning also ensures timely processing of development permit applications, rezoning applications, ensuring public engagement, administering the Official Community Plan (OCP), neighbourhood plans, and other District bylaws, policies, programs, and projects. In order to effectively deliver services, the Manager must work collaboratively with District staff, as well as with external partners including local First Nation communities, developers, and provincial/federal agencies. Key responsibilities associated with this role include: Reviews and processes development applications relating to the Official Community Plan (OCP), zoning bylaw, development permits, development variance permits, land use contracts, temporary use applications, agricultural land commission applications, liquor license applications, and other planning related issues. Provides information to the public regarding land use and development matters. Presents development planning matters at Council and other meetings as required. Conducts planning studies and prepares reports in support of new or updated land use regulations, policies, program initiatives, and related matters. Builds partnerships with key stakeholders, developers, business and industry representatives, service providers, First Nation communities, local and senior government authorities, and other external groups to advance the District?s community economic development goals. The ideal candidate will possess: A Degree or Diploma in Land Use Planning and/or Geography, or related discipline in Public Administration (with a focus on Land Use Development). An equivalent combination of education and work experience may be considered. Five (5) to Seven (7) years of progressive experience in a municipal or regional government setting, with a minimum of three (3) years in a management capacity. Current membership, or eligibility for membership, in the Canadian Institute of Planners and Planning Institute of British Columbia (PIBC).This exempt management position offers a competitive salary (ranging from $110,000 - $120,000 per annum) commensurate with qualifications and experience, supplemented by a comprehensive benefits package and participation in the Municipal Pension Plan (MPP).
