Following the decision to cut immigration levels in 2025, the federal government has allocated 4,750 nominees for Manitoba’s Provincial Nominee Program, down from 9,540 in 2024. Manitoba had requested 12,000 nominees for 2025, causing concern from businesses about prolonged job vacancies and labour shortages. Rural communities may be particularly impacted.

In food manufacturing, job vacancies fell by 32.8% and employment fell by 4.7%. In beverage manufacturing, job vacancies fell by 21.1% but employment increased by 6.8% in Canada.
